本文评述了当前欧盟提出的电子产品环境指令和政策中的环境实效性,并指出排放、能源和潜在毒性这三方面有机集成的必要性。只有这样才能更好的体现产品生命周期的原则以及更好地反应利益相关者的利益。本文提出了一个可以从全局的角度衡量环境性能的公式。在实施中,必须关注公式中基本参数的恰当定义,包括生态效率原则 (环境收益/成本),将更有利于优先次序的制定并达到更恰当的平衡。此外,本文中强调生态设计的重要作用,并指出目前的法案还有很大改进的空间。

This article describes the effectiveness of Currently Proposed EU Environmental Directives and Policies of Electronic Products. It also points out the necessary of the combination of three aspects: drainage, energy and potential toxicity. Only in this way, then a product life cycle principal can be implemented and the benefits of the relevant aspects can be ensured. This article presents a formula that can evaluate the environmental performance from an overall point of view. In implementation, the proper definitions of basic parameters in the formula should be noted, including ecological efficiency principal (environmental benefit/ cost). It will benefit working out a priority order and achieving a more proper balance. Moreover, this article puts emphasis on the important function of ecological design and points out that there is a big room for improving current regulation.
