依法治国与以德治国相结合是实践“三个代表”、发展社会主义政治文明的客观要求。法治能为政治文 明建设提供制度保证,德治能为政治文明建设提供精神支持和智力支持,二者的结合能促进社会主义政治文明建设, 推动人类文明的进步和发展。
The combination of administering a country according to law and morals in the objective requirements of carrying out 'three represents' and developing socialist political civilization. Being ruled by law can provide system guarantee for political civilization, while being ruled by morals can provide spiritual support and intelligent support for it. The combination of the two can promote the establishment of socialist civilization and push forward the progress and development of human being civilization.
