深化改革 发展院校后勤混合所有制经济

On the Development of the Mixed Ownership Economy in Rear Service of SCUTA& CATAS

根据院校产业改革与发展目标,当前院校改革任务与后勤实体特点,以及目前大力推进混合所有制经济体制改革的形势,认为建立院校后勤混合所有制经济适应新形势的客观要求;提出后勤实体混合所有制经济的分层次选择方案:股份合作制、后勤实体非国有化、后勤实体职工股东化改制,指出改制过程中,应该注意处理产权界定问题,院校后勤企业服务性质不变以及企业转制后职工身份问题。

According to the logistic entity's characteristics and the task and goals of SCUTA & CATAS industry's reform which have set up agianst the context of vigorous promotion of the mixed ownership economy, this paper holds that the establishment of the mixed ownership economy in the rear service of SCUTA & CATAS should meet the objective requirements of the new economic reform situation, proposes some stratified projects for the establishment of the mixed ownership economy in the rear service such as joint-stock cooperation, destatization of logistic entity and shareholder system of the logistic entity, and also points out some problems which are to be addressed with special care: property right identification, constant logistic enterprises'service and workers'identity after the economic transformation.
