政府间教育经费转移支付与基础教育经费地区差异分析

Analysis of Transfer Payments of Educational Founels among Goverments and Regional Difference of Basic Educational Founds

基础教育经费地区差异与教育财政体制改革紧密相联。差异过大：一是影响效率实现；二是不利于实现教育机会公平；三是与我国国家制度不相容。这一问题国外主要通过政府间转移支付手段解决，且多采用纵向的垂直转移模式。目前，我国采用该模式的基本条件已具备，急需解决的是有关部门的认识问题及转移支付操作层面上的规范化、科学化问题。

The analysis shows that the problem of basic educational founds has become Very noticeable.It's Closely Connected with the reform of educational fiscal system. The Vast difference can cause the following issues: firstly it affects the realization of efficiency; Secondly it is unfavourable to realize the equal opportunity of education; thirdly it doesn't fit in with our national Policies . This issue is mainly Solved by transfer Payments especially adopting the Method of Cross Verti- cal transfer payments.Nowadays it's available for us adopt the same model.The urgent things we should do are to chang Concept of Some departments Concerned and to operate the transfer payment standardizedly and scientifically.
