辽宁省科技基金项目同行评议制度的完善与创新

通过对现有科技基金项目评审体系非同行评议现状的分析,找出存在的优缺点,结合工作实践,提出了引入通讯评议机制,并对其评议方法的改进与创新进行了详细论述与比较。针对同行评议的公正性、出现盲目等问题提出了相应的质量评估体系与措施。为目前辽宁省基金项目网上申报、网络评审工作探索出一套科学、公正、合理的评价体系,对进一步实现科技基金管理工作的科学化、程序化和规范化奠定了基础。
