摘要
结合河北省农业发展的实际,对不同农产品的国际竞争力进行了深入分析,并针对目前存在的主要问题,提出了加入WTO后提升农业竞争力的具体对策:突出区域特色,科学规划产业布局;加快农业经营组织创新,培育新型农业主体,建立健全农产品质量安全保障体系,规范生产经营;大力发展农产品加工业,延长产业链条;制定优惠政策,吸引国内外工商企业介入农业;利用WTO规则,加强对农业的扶持和保护力度。
Combining agricultural developing practice of Hebei province, the author deeply analyzed various agricultural products' competitive strength, based on current existing main problems the author brought forward some specific countermeasures for improving agriculture competitive strength after joining WTO: give prominence to regional features and scientifically design industry composition; expedite agriculture management organization innovation and cultivate new agriculture principal bodies; establish and perfect safety & guarantee system for quality of agricultural products and regulate production management; energetically develop agricultural product processing industry and prolong industry chain; formulate incentive policies and attract foreign businessmen and domestic enterprises to join in agriculture; make use of WTO rules and strengthen the support and protection measures to agriculture.
