治理理念是 20世纪 90年代西方国家兴起的公共行政的新理念,其产生的历史背景和原因可以概括为:全球化和信息社会的来临;官僚体制的弊端所导致的公共行政管理的低效率;政府与市场在资源配置中的失灵;公共选择理论的理论支撑。借鉴西方国家治理变革的理念及其实践经验,要积极促进公民社会的发展;规范市场秩序并充分发挥市场体制在资源配置中的基础性作用;实现行政管理方式由“掌舵”向“划桨”的转换;鼓励公民参与公共行政管理的积极性。

The doctrine of governance originating form the Western countries in the 1990s is a new conception of public administration, whose historical background and cause may be outlined as follows: the globalism and the IT society are coming; the disadvantages of bureaucratic system result in low efficiency in public administration, the resources distribution between the government and market doesn't work; the theoretic support for the public-choice theory. Using the theory of governance and its practical experience of governing changes from the Western countries will promote the development of citizenship society; market order should be standardized, and the fundamental function of market system should be brought into full play in the resources distribution; the way the administration “steers” should be transfered to the way the administration “rows”; The enthusiasm in which citizens participate should be encouraged.
