增强基层工会活力,不仅仅局限在基层工会这个层面,还必须在工会工作的体制、机制、载体和方法上加以创新,需要从建立和完善增强基层工会活力的工作机制、保障机制、测评约束机制的建立完善出发,来增强基层工会活力。

Strengthening trade unions' energy cannot be limited to the trade unions at the grass-roots, but have an innovation in the system, mechanism, carrier, and ways of trade union work.We need to build and perfect various mechanisms such as work, protection, measurement and controlling in order to strengthen trade unions' energy at the grass-roots.
