An Understanding of Curren Work Safety Situation in China

对安全生产形势的基本认识 经过多年努力,我国安全生产工作已经取得了重大进步,但死亡人数居高不下,特大事故频频发生,重大事故隐患突出,安全生产基础薄弱的状况仍然没有得到根本改善. 历年工伤事故与死亡人数统计数据分析显示出了我国工伤死亡绝对人数变化的基本特点:死亡人数多;变化幅度大;但近些年来的变化幅度已经减小.值得注意的是:在1994年第四次事故高峰中,全年工伤死亡人数达到20,315人,以后开始逐年下降,至2000年已降至11,681人,平均每年减少死亡约1,500人,年平均降幅为7%左右;但到2001年,下降趋势停止,当年增至12,554人,增幅也是7%左右.2002年,工伤事故死亡人数可能要略高于2001年,而且增幅也要高于2001年,发展趋势令人担忧.

After many years of efforts, China has made major progress in the field of work safety. However, the country is still weak in terms of work safety, which needs fundamental improvement. The basic causes for the grim prospect of work safety in China include under-development of productivity, rapid expansion of the gross economy and high-speed economic development, increases of the proportion of the secondary industry and the overall risks of accidents. A wholesome legal system is essential in radically solving the problems in work safety. The most direct and effective strategy is to enforce compulsory supervision over the enterprises. Particularly, inspection should be strictly conducted in those workplaces with high risks and hidden perils, and once problems are found, they should be dealt with in a strict manner.
