中国航海教育立法模式的探讨

通过分析、比较美国、澳大利亚、日本和韩国等国航海教育立法的模式 ,探讨了中国航海教育立法模式可以借鉴的方案 ,并提出了根据基本教育法律中委任性规则的授权 ,实施符合中国国情的航海教育立法的建议。

There is a comparison of legal resource among America, Australia, Japan and Republic of Korea in the world. In addition this paper investigates in details into legislation of program concerning nautical education in China and it is intended to be a remedy for the legislation and policy according to authorized rules from ordinary laws. As a result it may be established a scientific foundation for the legislator.
