Analysis and Countermeasures of Public Participation in Urban Management

公众参与城市经营是民主政治的需要,是社会公平的有效监督,也是市场经济条件下城市健康发展的根本保证。根据公众参与的历史演变,分析了公众参与城市经营的内涵及作用。结合我国公众参与城市经营的实践,指出存在的问题。通过对美国公众参与环境影响评价模式的研究,提出加强我国公众参与城市经营的对策。

Public participation in urban management is the demand of democracy, the effective supervision of social fairness and the guarantee of the healthy development for a city. With the review of the history evolution of public participation, the connotation and effects of public participation and urban management are analyzed. Incorporating the practice of public participation with urban management in China, existing problems are pointed out. Through the research of public participation in environmental impact statement of USA, countermeasures to strengthen public participation and urban management are presented.
