Policy and system:the quarantee of the connection and cooperation between modern open distance education and higher vocational education

现代远程开放教育和高等职业技术教育可以而且应该进行沟通与合作。但是目前在我国尚不能有效地进行沟通与合作,需要借鉴国外成功经验和模式,结合我国具体实际,从确定我国现代远程开放教育办学功能定位、发挥政府和教育行政部门管理和调控职能、组建校际专门化协作组织、研制并颁布实施现代教育技术标准等不同角度和层面,尽快制定有利于现代远程开放教育与高职教育沟通与合作的政策、法规和制度。

Modern open distance education and higher vocational education should be connected and co-operated.Now they have failed to do so.According to the good experience abroad and concrete practice in China,the following may be adopted:to make running school function of open distance education clear;to bring the management of the government and educational administration into pull play;to set up inter-school co-operation unit;to study and issue technical standard of modern education and to make policies,laws & systems to benefit the connection and co-operation between modern open distance education and higher vocational education.
