摘要
阐述灌区管理存在的问题,根据灌区管理体制及运行机制情况,提出"建管结合、管养分离"改革思路和对策.
The existing Problems of the irrigation area management is stated.Based on the management system and the operation mechanism of irragation areas,this paper put forword the reform thought and countermeasure of combiming constraction with management,separating management form curing.
