This paper introduces the plan of teaching reform carried out in the Network and Ebusiness Major with the creation of 'majors with characteristics' as the purpose and the optimization and integration of systematization of the special course as the breakthrough, with emphasis on making clear the developing aim, optimizing the course system and breaking the traditional 'Old Three Steps' model of the course setting while developing the applicable capabilities. 
