政策科学的诞生是社会科学领域一次"范式"的转变,从拉斯韦尔建立起来的跨学科的综合性的政策科学到后来发展夷来的作为一门应用性学科的政策分析,政策科学的发展演示着民主与科学的矛盾。民主与科学到底如何冲突?民主与科学在政策科学领域能否统一?本文将就此问题对政策科学和政策分析的之间矛盾做简要的考察和分析。

The policy science founded by Lasswell changed the paradigm of social science. The policy science demonstrated the contradiction between the democracy and science since it is founded as a multidisciplinary compositive enterprise moving to an applicable discipline named policy analysis. Can the science and democracy be unified in the policy science? This thesis try to review the contradiction between the policy science and policy analysis.
