劳动力是社会财富的创造者,也是社会经济活动中最“活跃”的生产要素,直接关系到社会经济的发展程度。目前,农民收入增长速度缓慢、增收难的一个制约因素,就是存在大量的富余劳力。因此,如何解决好富余劳力的出路,拓宽农民增收渠道,加快农业和农村经济发展,就成为一个突出问题。

Labor is author of social fortune,is the most'active'factor keeping contact with the level of social economy development in social economic practice.A large of margin labor force is the conditional rea-son why increasing of the farmers' income is slow and difficult.Therefore,an outstanding problem is how to resolve outlet of the margin laborers well,how to open the ways to increasing income ,how to develop agri-culture and rural economy.
