On the Functional Location of Government in the Construction of City Social communities

政府参与城市社区建设是十分必要的,但目前政府在参与城市社区建设中普遍存在“越位”或“缺位”现象。政府在城市社区建设中主要履行指导者职能、培育者职能、提供者职能和监督者职能。

It's essentially necessary for the government to be engaged in the community construction.The government mainly plays the following four roles in building a community:the director of community construc-tion,the trainer of intermediary organizations,the provider of public service,and the surveillant of commu-nity development.In the process of the community construction,however,there do exist such common phe-nomena as'ultra vires'and'administrative vacancy'in the activities of the government for the time being.
