在全面建设小康社会的新目标下,依法治国方略的实施必须以“三个代表”重要思想为指导,坚持以人为本,以改革创新为动力,做到法治与德治的有机融合,不断推进社会主义政治文明同物质文明、精神文明协调发展。

With the aim of building all-round well-off, the enforcement of the general plan of legal country-administration should take the 'Three Representations as a guiding ideology, insist on the basis of man himself, be motivated by reform and innovation, organically mix together the legal administration and moral administration and then promote the co-ordinated growth of political civilization, spiritual civilization and material civilization of socialism.
