试论纪律规范在道德建设中的作用

On the Role of Discipline Standard in the Construction of Ethics

加强基层公民的道德建设,是落实以德治国战略决策的重要内容。必须对依法治国辩证地理解和把握,一方面,要注意理解国家宏观法制建设中法律和纪律的统一;另一方面,在实际工作中,又要注意法律和纪律的区别。通过加快各种纪律规范的制定和完善、加强纪律教育和纪律监督,实现纪律与道德两种行为规范的优势互补,促进道德建设健康发展,逐步形成纪律和道德互相促进的局面。

To reinforce the construction of ethics among the citizens of grass root level is the composing part of implementing the strategy of governing the country through virtues. We should understand the idea of governing the country in conformity with legal provisions from two sides. On the one hand, we should be aware of the unity of laws and discipline in the macro construction of the legal system, on the other hand, in actual work, we should recognize the difference between law and discipline. The healthy development of the construction of ethics should be improved through the making and bettering of various discipline standards, through the enhancing of discipline education and supervision to give full play to the respective advantages of the both so that disciplines and ethics will achieve mutual progress.
