党建工作在现代企业制度中的难点及对策

Difficulties and the Countermeasures for Party Building in Modern Enterprise System

当前国有企业在建立现代企业制度过程中 ,党建工作 ,党对企业的政治领导遇到了一系列的难点问题。党委难以参与企业重大决策 ,难以对企业董事长、总经理等进行有效的监督管理 ,这已成为部分改制国有企业的普遍状况。根据对部分国有改制企业的调查情况 ,文章就如何解决这些问题提出了必须从强化企业党建工作 ,实行党委与企业法人治理结构“双向进入 ,交叉任职” ,优化监事会等四点对策建议。

At present, state-owned enterprises meet with a series of difficulties in Party's style building and in Party's political leadership to enterprises in the process of establishing modern enterprise system. Party committee of enterprises has difficulties in participating in business decisions of strategic importance, in exercising effective supervision over chairman of the board and general manager, which has become general problems of some remoulded state-owned enterpriese. This article, according to investigations in some enterprises, puts forward the following countermeasures on these problems: first, to strengthen work of the Party building of enterprises; second, to practice the administrative structure of 'duble-entry' and 'alternate-appointment'between party committee and legal person of enterprises; and to optimize the supervision committee.
