On the Unity between the "Three Represents" and "Governing by Morales

中国共产党是建设有中国特色社会主义事业的领导核心 ,也是实施“以德治国”方略的领导核心。我们在实施“以德治国”方略的过程中 ,既要加强社会主义道德建设 ,不断提高广大人民群众的思想道德素质 ,更要按照“三个代表”要求全面加强和改进党的建设 ,努力提高党员干部的素质。“三个代表”与“以德治国”是相一致的。

The CPC is the leaing centre in both the construction of socialism with Chinese characteristics and practicing policies and strategies of 'Governing by Morales'. In the process of carrying out the policies and strategies, we must strengthen the building of socialist morales,raise moral character of the masses and at the same time in a comprehensive way, strengthen the Party building and improve Party cardres'quality. The 'Three Represents' is consistent with 'Governing by Morales'.
