Abstract The author takes it for granted that reforms should be speeded up for the state owned large and medium sized coal mines and new measures should be taken to strengthen these mines. Appropriate measures should also be taken, at the same time, to restrict the small coal mines from spreading unchecked. Only when the small coal mines are directed onto a well planned development track and coal output from small coal mines is controlled at the same level as the coal output from the state owned large and medium sized coal mines, can China's coal industry step onto the track of a healthy development.
