对中国减灾管理工作的思考与建议

DISCUSSION AND SUGGSTION OF CHINA DISASTER MANAGEMENT

本文在突出综合减灾及政府在减灾中的职能作用的基础上,针对现行存在问题,探讨了减灾管理的基本模式。并提出了尽快建立集“环保、减灾、安全”为一体的减灾机构。

On the basis of emphasis of the comprehensive disaster redaction and the government function on the disaster reduction and in terms of the present problems, this paper probed into the basic model of disaster management and proposed that it is necessary to set up the organization of disaster reduction which combines the 'environment, disaster reduction and security' as a whole.
