Beginning with the demand to realize the objective of constructing an all-around well-to-do society, this article has discussed the developing rules of the 'Two Political Courses' teaching in the new century and new stage, and has put forward the viewpoints to attach importance to objective needs, to develop and innovate in practice and to solve microcosmic running mechanism.
