摘要 在高等教育大众化进程中 ,高职院校嬴得了发展的新机遇 ,但高职院校现有的办学力量不强 ,师资结构不尽合理。因此 ,高职院校内部人事分配制度的改革已成为备受关注的实践性课题。在这改革中 ,把握形势、深入剖析、明确改革与发展的关系是前提 ,定编定岗、全员聘任、建立科学用人机制是关键 ,效率优先、兼顾公平、强化科学分配机制是核心。 During the process of popularizing higher education, higher vocational college has met new opportunity for its development. But the actual strength of existing higher vocational college is not very strong. The teaching staff is not very properly constituted. So personnel assignment system reform in high vocational school has become a practical problem that is paid much attention to. In the reform,the precondition is to master the position,to make anatomy deeply,to definitude the relationship between reform and development; the key is constitution and post immobility,all staff appointment, and establishing scientific personnel system; the core is to put efficiency in the first place and also take equity into account to strengthen scientific assignment system.
