试论高等职业教育的两级管理方式

The Two Level Management of Higher Vocational Education

社会的高速发展带来教育越来越激烈的竞争 ,教育的竞争最终是人才的竞争。原有的教学管理模式已不适应现代化的高等教育 ,高职院校根据自身的特色 ,可以适当采取本科院校比较成熟的两级管理模式 ,进行管理模式的变更。两级管理实行的关键是以财权下放为龙头、指标考核为导向、效益提高为目标、学校调控为保障 ,体现高等职业教育的特色。

The high-speed development of the society brings more and more fierce competition in education. The ultimate aim of education competition is the competition of human resource. The original mode of teaching management on longer keeps up with the modern higher education. The higher vocational institute should reform their management mode by adopting two level management mode, according to their own features. The key of implementing the two-level management is led by transferring power to lower level; guided by the checking index; aiming at the improvement of beneficial result; guaranteed by the control of school. The purpose is to give reflection to the characteristics of higher vocational institute.
