促进公民充分就业是政府的重要职能。政府应当根据就业群体的不同类型采取相应的就业政策。一定的失业并不影响经济发展,但失业率应当不超过警戒线。政府可以通过建立完善的市场就业机制、提供必要的就业培训和加强对失业人员的分类管理等措施,来确保公民的充分就业。

The main function of government is to promote full employment. Government should adopt some polices according to the different labors. Though moderate unemployment can't have effect on economy, the rate of unemployment shouldn't go beyond the security line. To ensure full employment, government should set up perfect market mechanism, supply requisite labor training and tighten up management to different unemployed man.
