A Comparison between the Creations of Minority Writings in Soviet Union and China in Their Earlier Foundation Periods

本文从国家政治和文化教育建设的视角,比较中苏两国在建国初期为帮助少数民族创制新文字而制定的政策和规划及其实施情况。

In this paper, the policies, plans and their practices to help minorities to create their new writings between the Soviet Union and China during the period of beginning of their establishment are compared to probe the rules of writing creation.
