The linkages between trade and the environment are inescapable. However, trade liberalization and environmental protection appear to be in a tension. It is necessary to narrow the divide between trade and environmental policy goals and practices. For this purpose, the foundation of environmental policy should be strengthened and trade theory should be refined.
