Government Assistance to University Related Research Parks in the United States

本文以大量的事实和丰富的数据表明：美国各级政府对大学研究园的大力支持是导致 20世纪 80年代以来大学研究园蓬勃发展的重要因素；在支持大学研究园的发展过程中，美国联邦政府主要制定有利于技术转移和技术转化的法律，州政府主要为研究园的建设发展开辟融资渠道，市政府主要为研究园发行的债券提供担保义务。这些经验对我国的高新技术产业开发区和大学科技园试点建设具有重要的借鉴意义。

Based on abundant facts and mass data, this article demonstrates that government assistance at different levels to university related research parks is an important factor in vigorous development of university related research parks in the United States since the 1980's, and during the assistance to university related research parks, the federal government mainly enacted decrees which were beneficial to technology transfer, while the state government mainly explored financial channels for construction and development of university related research parks, and the city government mainly participated in the insurance of those bonds issued by university related research parks. These experience may be great reference for the construction of high and new technology industrial parks, and experimented university related science and technology parks in China.
