本文从天津滨海新区开发开放以来经济社会发展成就及新世纪面临的国内外形势分析入手，着力探讨滨海新区“十五”及到 2010年国民经济发展的总体构想和未来走势，并就如何实现跨世纪发展目标提出对策建议。

The paper analyses development and opening－ up achievements of Tianjin Binhai new district and situations faced at home and abroad in the new century.And it probes the general plan, development goal, guideline and future trends of Binhai new district during“ 10th five－ year plan” and 2010. At last, the article proposes countermeasures to realize development plan in the new century.
