Ruling by the Law: Review of the Debate over Democracy between SUN Zhong shan and LIANG Qi chao

孙中山与梁启超对中国民主问题的论争使民主政治的思想日益深入人心 ,但却无法将其变为现实 ;新中国的成立虽然使民主政治建设开始由理想变成行动 ,但却显得步履艰难 ;只有改革开放的社会实践和内在要求 ,才为“依法治国”方略的提出奠定了坚实可靠的现实基础 ,并使之成为我国新世纪中不断完善和发展的政治主题。

Due to the debate between SUN Zhong shan and LIANG Qi chao, the concept of democracy in China found its way into the hearts of the Chinese people, but democracy failed to become a reality. The founding of New China started the process but progress seems slow and difficult. Now the practice of reform and opening up and the demands that have arisen thereupon have laid a solid foundation for ruling by the law, which will become a political aim to be pursued and achieved in the new century.
