摘要
在美国的外交决策中 ,以总统为代表的行政机构是国家安全的主要保证力量 ,而国会则是民主原则的象征。这两个因素在不同历史时期和不同国际环境下所受重视程度的不同 。
In the process of U S. foreign policy making, the President, as head of the executive branch, is a major determining force of guaranteeing national security, while the Congress is the symbol of democratic principles. Shift of emphasis between these two factors in different international situations during different periods have caused the growth and decline of the relative power of the two sides in foreign policy making.
