It had been a long time since the struggle launched by the Liberal Party and the Labour Party and progressive force which were against the privileges of the British hereditary peerages.However,little effects have been achieved during such a long period.Around 1999,once again the Labour Party carried out a parliamentary reform.The privileges of attending and voting in the House of Lords of all the hereditary peers have been deprived.On the other hand, this success seemed to have been achieved easily when the conditions changed.Since the 1880s,the decline of the political privileges of the nobility had made the function of the British hereditary lords weaker and weaker.The collapse of the traditional huge estates made them lose their economic basis.And the change of the composition of peerage in the Upper House is another basic reason for the successful reform of the Labour Party.
