从更新观念，提高认识入手，阐明新时期学校体育的时代特征，体育与健康课程的目标、特点及其在素质教育中的作用，提出体育教学过程优化设计的要点、要素、基本结构以及体育课程考核与评价改革的发展方向。

This article states characteristics of present P.E. ,goals features along with its effect in quality-based education between P.E. and healthy courses. It also puts forward key point, essentials and basic structure of optimizing design in the process of sports teaching .
