International Strategic Trends at the Turn of Century

摘要 The turn of the century witnesses continuing economic globalization, information revolution, political multipolarity, and a new phase of peace and development.Nations are all trying to reassess and redefine their national development strategies and building up a solid ground for overall competition in national strength in the new century. In these circumstances, the international situation is characterized by the simultaneous development of détente and competition. The world economy is growing strongly, and entering the second round of the periodical golden age. The major powers, while readjusting their national development strategies, hope to catch the express of the new technological revolution, and endeavor to stay ahead in the new round of comprehensive competition in national strength. Thus their foreign policies tend to become more sober and pragmatic. As a result, mutual accomodation among the major powers has been on the increase. Détente is spreading at the same pace as competition and structural changes are undergoing in the direction of “regional multipolarity" in the Asia-Pacific region. The global strategic balance of power is experiencing tests, and a new round of arms race seems to be inevitable. Under the general trend of peace and development, regional distability and armed conflicts are intensifing , and religious or etnic clashes are posing serious threats to regional stability. China’s role in international affairs keeps on rising, a matter of siginificance for the world power configuration.
