摘要
据不完全统计,全国工商注册登记的中小企业超过1000万家,占全部注册企业数的90%以上,中小企业工业总产值和实现利税分别占全国的60%和40%左右.中小企业提供了大约75%的城镇就业机会,从农业部门转移出来的劳动力,绝大多数在中小企业就业.90年代以来,工业新增产值的70%左右是由中小企业创造的,在每年的出口总额中,中小企业的出口值约占60%.由此可见,中小企业不仅是国民经济增长的重要支撑因素和吸纳就业的重要渠道,而且也是社会投资的重要力量和财政税收的重要来源,中小企业在经济和社会发展中占有重要地位.
According to incomplete statistics, there are more than 10 million registered small and medium-sized enterprises in the whole country, accounting for over 90％ of the total number of registered enterprises. The small and medium-sized enterprises are a significant source to social investment and fiscal revenue and also an important channel to increase employment. However, they are currently facing serious occupational safety and health problems. This article suggested working out occupational safety and health plan for the small and medium-sized enterprises and put forward the main procedures for the formulation of such plan.
