West Exploitation and Local Legislation

西部开发中 ,地方多层次立法体制 ,应突出省级地方立法的领衔地位和作用 ;地方立法的体系构架 ,要经济立法、民主政治立法和社会保障立法三位一体 ;立法理念和思维须适应法治和市场经济进程的需求 ;根据西部的实际情况 ,地方立法要体现普遍性与弱势群体利益的特殊保护相结合。

In the west exploitation, provincial legislation should prominence leading position and role in the legislation systems of different administrative levels. As for the local legislation system structures, legislation of economy, of democratic policy and of social security as a trinity should be made. The theories, viewpoints and thinkings of legislation should meet the requirements of rule of law in the development of the market economy. In accordance with the reality of the West China, the universality of legislation combining with the special protection of weak group's benefits in local legislation should be embodied.
