摘要
社会保险基金管理是社会保险体系运行的核心。本文研究了中国社会保险基金收入、支出管理与保值增值方面存在的主要问题 ,分析了这些问题的制度根源 ,指出解决问题的关键是完善社会保险的制度设计 ,强化收支管理与投资运营 。
The management of social insurance foundation is essential to the implementation of the social insurance system.This paper analyzed the major problems encountered in the aspects of income and payment management,as well as the value-retaining and value-growing problems,and pointed out that the key to solving these problems was to perfect the system construction of social insurance,to reinforce the management of income and payment and investment as well, so as to realize value retaining and growing.
