试论我国牧区公路发展的技术标准与技术政策问题

On the Development of Highway in Pastoral Area of China and the Technical Policy and Standards

本文根据我国牧区现阶段自然条件、经济发展和交通量及其组成的实际情况,从技术经济的角度论述了建立我国牧区公路工程技术标准的必要性;并对建议制定的牧区公路工程技术标准提出了一些具体设想。文章还就加速发展我国牧区公路的一些技术政策问题提出了看法。

Based on the natural conditions,the economic development and the traffic volume as well as the traffic composition in pastoral area of China at present time,this paper demonstrates the necessity of drawing a special technical standards for highway construction in pastoral area from a technical economic point of view. Some suggestions are offered referring to the possible technical standards.The author' s viewpoints on the technical policy to rapidily developing the highways in pastoral area are also expounded.
