我的“解放思想 ,黄金万两 ;观念更新 ,万两黄金”的理论箴言 ,是在探索西部经济发展中形成的 ,更进一步说 ,是长期在西部的生活、学习和工作中感受出来的。西部经济落后固然有资源、资金、技术、人才和政策等问题 ,但最大约束是思想观念。我倡导 ,让“解放思想 ,黄金万两 ;观念更新 ,万两黄金”

To emancipate the mind is to open up a mine of gold and to renew our concept is to excavate a gold mine>is an idea formed while I probed into the economic development of the West,or,to put it more precisely,impressed during the many years I lived,studied and worked there.Economic backwardness of the West owes to its lack of resources,such as: capital,technology and talented personnel,but the greatest restraint is ideological.So,I propose to make mind emancipation and concept renewal the watch-word for the economic take-off in the west.
