摘要
The national problem after the Cold War has new features because of being effected by the disintegration of the two-polar structure and the globalization. There appeared national split in the Soviet Union and East Europe and Africa; the movement of factional splittism all over the world is becoming intensified; the national problem within a country is becoming internationalized apparently. But the western countries headed by the US make such a situation more complicated for the purpose of expansion and hengymony. Their theory and practise on “human rihgts above sovereignty” and “humanitarianism intervention” fail to abide by the basic regulations of the international law and international relations, even go against the natural historical process of contemporary social development. Different from the national self-determination and the national liberation movement happened between the empires and colonial countries after the two world wars, the national problem apperaed after the cold war, happens in those unificated and multi-national countries. The nature of the issue is totally different, thus, we should find new ways and measures to settle down current national problems. The national problem within a country should be settled down by itself according to its own reality. As to those internationalized national problems and some countries that seriously infringe upon human rights on the national problem, should give full play to current international conflict settlement mechanism——the UN.
