今年美国大选、政策走向及对中美关系的影响

U.S. GENERAL ELECTION AND THE POSSIBLE VISION OF US POLITICAL SITUATION

摘要 观察2000年的美国政治需要抓住两条主线,一是围绕2000年大选而展开的政党竞选活动,二是在白宫和国会的相互制约中形成的总体政策走向。这两条主线之间有交叉,有相互影响,但又有各自发展的逻辑。大选和总体政策走向都会对美国的对华政策产生影响,进而影响中美关系。 As a specialist of U.S.domestic politics, Jin introduces in his article the complicated process of America's general elections and reminds us to pay attention to the two major lines of the event: one is the electoral campaign itself, the other is the general orientation of policy making. Now it is difficult to say who will be the next president of the United States because the support rate for both Gore and Bush is very close and both have some advantages. As for the policy orientation, then it must be decided by Bill Clinton and the Republicans in the Congress. Of course, the Republicans will take some parts from Clinton's policy and label them as a product of Republican Party. No matter who will be the President of the United States, the final result of the election will have a certain yet limited impact on Sino American relations, because both Gore and Bush are “internationalists” and principally support for free trade and value the great power relationship. Still, the interference of U.S. domestic politics will remain the same and we should keep sharp vigilance over the situation.
