摘要 在美国主导下长久保持台海局势的“和而不统”,已明确成为美国21世纪对台政策的基本目标。目前,不能排除克林顿在总统竞选的关键时刻,在台湾问题上采取某些动作,为民主党争取选票的可能性,但是美对台政策框架不会发生根本改变。 Senior Researcher of the China Institute for International Studies and Guest Researcher of CPDS. Guo maintains that, since the second half of the last year, the situation in the United States has developed in such a way: On the one hand, fierce debates have occurred repeatedly between the Congress and the White House over the ‘Taiwan Security Enhancement Act’ and arms sale to Taiwan. On the other hand, the Clinton administration has basically followed the Taiwan policy which was set years ago. This time, the adjustment of Taiwan policy by the American government was affected by some important factors. They are: US security strategy in the 21 st century, US policy toward China and changes in Sino American relations, the internal political situation in the United States, and finally, the changes in Taiwan Strait situation. The article also observes that the election of 2000 bears some resemblance to that in 1992 when President Bush, out of his political need, approved to sell 150 F 16 to Taiwan. Will Clinton take action similar to that of Mr.Bush? The author's conclusion is may be, or may be not.
