推进党委部门的机构改革 ,是党的十五大提出的一项重要任务 ,是加强和改善党的领导的重要步骤 ,是进一步提高省委机关服务水平和工作效率的重要途径 ,是推进经济体制和政治体制改革、加快西部开发的重要环节。为此 ,省委 9月 12日召开动员大会进行了安排部署。卢耸岗同志依据省委机关机构改革精神和室务会研究精神所作的讲话 ,阐述了省委党史研究室在机构改革中的主要问题 。
