三线建设与西部大开发

THE “THIRD-LINE”CONSTRUCTION AND THE WEST GREAT OPENING UP

三线建设可谓西部大开发的先行 ,奠定了西部工业的基础 ,改善了西部地区交通闭塞状况 ,一批新兴工业城市在西部崛起 ,建设者们留下了艰苦奋斗、无私奉献的精神遗产。但三线建设是在计划经济体制下进行的 ,从当时国防的需要出发重点是发展军工和重工 ,所有制结构单一 ,多数企业建在山区 ,因此不完全成功。当今的西部大开发是在市场经济体制下进行的 ,三线建设的经验教训可资借鉴 ,但不能走三线建设的老路 。

The “Third line”Construction can be called the first stage of the great opening up of Western China.It established the foundation of West China’s industry.It improved the hard to get to conditions of the traffic in the western part of China.A batch of newly built cities were set up.The builders left the noble spirit legency of working hard and perseveringly and dedicating selflessly.But that was carried out under the planned economy system.It laid stress on the military and heavy industries in need of the national defence of those days.The structure of ownership was very unitary,and most of the enterprises were set up in the mountain areas,so it was not fully successful.Today the great opening up of Western China is carried on under system of market economy.We can use the experiences and lessons for reference but the old way should not be followed,a new road must be opened up.
