摘要
政府绩效评估的元设计 ,就是对政府绩效评估设计的设计。它是政府绩效评估活动的基础 ,从根本上决定了政府绩效评估的成效。根据“理想类型”方法 ,现实中的元设计可以概括为两种模式 :理性设计模式与社会互动设计模式。每种模式均存在着先天的不足与限度。因而 ,克服目前政府绩效评估的困难的根本途径 ,就是在充分认识到其元设计“无能”的基础上 ,发展综合的元设计哲学 ,并努力建立健全理论与实务的整合机制。
This paper explores the theoretical basis of governments'performance measurement meta design,which is considered as the basis of governments'performance measurement design.The existing meta design can be classified by the methodology of 'Ideal Type' into two types,which are called by the author as 'Rational Model'and 'Socially Interactive Model'.The author analyses the characters and limits of both models,suggesting that a synthetic philosophy of meta design and a new mechanism to integrate the theoretical with the practical be developed to go beyond the limits.
