On the Fundamental Value Choice of Contemporary Chinese Administrative Reorganization——Illustrated by the Central Governmental Structure Reorganization in 1998

本文结合 1998年中央政府机构改革的有关情况 ,对中国政府行政改革的基本价值选择进行了探讨。文章认为 :市场经济是我国政府行政改革的经济基础 ;制度创新是我国政府行政改革的主要途径 ;精简机构 ,提高政府效能是我国政府行政改革的行为诉求 ;社会经济的持续稳定发展是我国政府行政改革的战略取向。

The frequent conduction of the contemporary Chinese administrative reorganization shows its shortage of ration in a certain degree.With respect to that,the author proves into the fundamental value choice of Chinese administrative reorganization in combination with the relevant conditions of central governmental structure reorganization in 1998. The author provides the following conclusions:To Chinese administrative reorganization, the market economy is the economic basis institutional innovation is the major means; simplifying structure and improving government efficiency are the action principles;the sustained and steady development of social economy is the strategic aim.
