A Study of Xin Yi

作洛为周初大事 ,学者对这一重大史实的讨论至今尚未结束。《尚书》中的“周”即成周 ,作洛时成周业已存在 ,而周初的作洛 ,实际上是营建王城。周初殷民的迁徙实际上有前后两次 ,第一次是在成王三年践奄之后 ,第二次是在新邑即王城建成之时。

Zuo Luo (作洛) was a significant event in the early period of the Zhou dynasty. Scholars have long been discussing and debating this important event in history. “Zhou” in “Shangshu” refers to “Chengzhou” and Chengzhou had already been in existence when “Zuo Luo” was established. So “Zuo Luo” in the early Zhou dynasty means, in fact, to build the capital. In the early Zhou, the Yin people were moved twice, the first time being in the 3rd year of King Chengs reign and the second time being at the time when Xin Yi was built.
