本文对当前不景气的企业的病根作了分析研究，提出了治理方案，以期企业以此为契机，摆脱困境。治理方案采取了系统工程方式，综合运用各种有效的＂机制＂、现代管理方法和工效学。强调了人、机、环境之间的协调与优化，以产品开发、市场销售和内部管理为导向，以工效学的推行为重点，展开了具体论述。

This paper deals with the analytical method on the enterprise operation with the theory of Ergonomics and a scientific program developed to solve the problem.The program is a system engineering.It wants to make full use of the latest achievement in science, technology, ergonomics and management.This paper centres attention on developing products, marketing,selling and management,stresses on the coordination and optimization among of men、machine and circumstances in order to enterprise operating with top quality, high output and safety and the management with high efficiency.
